Plan Mid Devon Open Space Study, Mid Devon
Mid Devon District Council in the UK commissions an updated Open Space, Play Area, and Allotments Study, vital for future housing and community development. Deadline 01 Oct 2026
Mid Devon District Council is preparing 'Plan Mid Devon' for the period 2026-2046, which necessitates an updated Open Space, Play Area, and Allotments Study. The existing strategy, dating from 2014-2033, is now outdated concerning population data, policy, growth options, and site quality. This new study is crucial for the emerging Local Plan, which must accommodate significant housing growth, including approximately 6,646 committed dwellings and a need for around 6,000 additional allocations across Tiverton, Cullompton, Crediton, and rural settlements.
The commission involves appointing a suitably qualified consultant to establish an up-to-date audit and baseline of open spaces, play areas, and allotments. The consultant will identify quantitative, qualitative, and accessibility deficiencies or surpluses, derive locally justified standards, assess growth options and site allocations, and provide practical policy, developer-contribution, infrastructure-delivery, and long-term stewardship recommendations. The scope includes data review, site audits, GIS mapping and accessibility analysis, quality and value assessment, allotment demand evidence, and the production of publication-ready reports and editable datasets. This specialist expertise is required due to the dedicated capacity needed and the specific knowledge in Local Plan open-space evidence, play and allotment provision, site-audit methodology, and GIS modelling. The study will also coordinate with related evidence streams while avoiding duplication and must provide outputs suitable for future use by proposed successor authorities following Local Government Reorganisation.
