Inverness Campus Phase 2
A two-stage restricted tender seeking a multidisciplinary design team to deliver infrastructure and public realm design for Inverness Campus Phase 2.
Highlands and Islands Enterprise (HIE) is commissioning a multidisciplinary design team to deliver the RIBA Stages 1–4 design and technical documentation for the next phase of Inverness Campus, a major regional mixed-use education, business, and research district. The works comprise Phase 2A (Pre-ELR) infrastructure to the south of the proposed East Link Road and Phase 2B (Post-ELR) infrastructure to the east, including new access roads, utilities, SUDS features, public realm, landscape corridors, and plot servicing for future campus development. The project supports HIE’s long-term masterplan for sustainable growth, promoting economic, social, and environmental value through net-zero and fair work principles. The design contract is scheduled to commence in January 2026 following a two-stage restricted procurement process, with the first stage assessing experience and the second stage awarding based on quality and price.

Submission Criteria
The highest-scoring suppliers (estimated minimum of 5) from Stage 1 will be shortlisted for Stage 2 (ITT). The final contract will be awarded on a 60/40 Quality/Cost basis.
Each bidder must complete the Stage 1 Response Form with the following sections:
Example 1 – Architect services (max 2 pages, weighting 25%)
Example 2 – Landscape Architect services (max 2 pages, weighting 25%)
Example 3 – Civil/Structural Engineer services (max 2 pages, weighting 25%)
Example 4 – Mechanical/Electrical Engineer services (max 2 pages, weighting 25%)
Each example must include:
– Description of services and project location
– Contract value and dates
– Form of contract
– Demonstration of added value
– Lessons learnt relevant to HIE’s project
