Construction Professional Services 2
A UK-wide procurement framework for architectural and related professional construction services to support public sector building, infrastructure, and estate programmes.
The RM6356 Construction Professional Services 2 (CPS2) framework is a major UK government procurement initiative managed by the Crown Commercial Service (CCS). It provides public sector clients access to multi-disciplinary consultancy expertise across the built environment, covering architectural, engineering, project management, and commercial management services. The framework enables the delivery of both new build and refurbishment projects.
The scope covers advisory, feasibility, design, delivery, and management services for infrastructure and building programmes across government departments, local authorities, healthcare, education, and cultural sectors. Each framework “lot” defines a professional service specialism (e.g. Lot 2: Architecture; Lot 3: Project Management).

Submission Criteria
Stage 1 Submission Criteria:
Completed Procurement Specific Questionnaire (PSQ) in eSourcing tool.
Two Technical Ability Certificates (TACs) for each lot (signed by clients).
Carbon Reduction Plan (Attachment 2c).
Financial Viability Risk Assessment (Attachment 5a) with accounts.
Subcontractor/Consortia details (Attachment 4a/4b).
Offer document (Attachment 8) confirming acceptance of framework terms.
Supplier information download from the Central Digital Platform (CDP).
Scoring:
Pass/fail for compliance and technical ability (TACs) and financial and legal checks.
Stage 2 Submission Criteria:
Quality Assessment (70%)
Section A: Mandatory pass/fail questions (e.g. compliance, conflicts).
Section B: Generic quality questions (e.g. Social Value – 10%).
Section C (Lot 2 example):
Deliver projects effectively (20%)
Use tools and technology (20%)
Lead the design process (20%)
Minimum quality score: 40/70 required
Price Assessment (30%)

Abnormally low bids may be rejected
