Westborough & Park Barn Better Homes Programme (Phase 1)
Guildford Borough Council seeks consultants to shape a resident-led strategy, feasibility and engagement programme for Westborough and Park Barn estates.
Guildford Borough Council is procuring an Architect & Lead Consultant (with integrated Engagement Consultant) to deliver Phase 1 of the Westborough & Park Barn Better Homes Programme, a strategic housing-led regeneration initiative covering just under 1,000 homes in Westborough and Park Barn, Guildford. The programme responds to structural subsidence issues, poor EPC performance, accessibility constraints, void properties and long-term underinvestment, and aligns with the Council’s Corporate Strategy 2024–2034. Phase 1 (RIBA Stages 0–2) will establish an evidence-based improvement strategy through estate assessment, feasibility studies, viability analysis, and meaningful public engagement, culminating in a strategic framework/masterplan to guide later delivery phases (detailed design, business cases and construction). The anticipated Phase 1 programme runs approximately February/March 2026 to March/April 2027
