The Department for Communities is establishing a strategic planning services framework to provide high-level consultancy advice for urban and community regeneration in the UK. Deadline 14 Oct 2026
The Department for Communities is procuring an Integrated Consultant Team (ICT) through a new Strategic Planning Services Framework 2026. This framework will encompass a wide range of construction-related strategic planning, financial, legal, architectural, and conservation architectural advisory services. The appointed ICT will offer high-level, strategic guidance on urban and community regeneration, local government and housing regulation, planning, transport, masterplanning, urban design, community asset transfer, retail development, property valuations, and procurement strategies. Utilising an NEC4 Framework Contract, specific commissions will be called off via NEC4 Professional Services Short Contracts. The framework acknowledges that requirements may evolve due to changes in government policy, legislation, funding, and emerging project needs, allowing for modifications under the Procurement Act 2023. These services will support various initiatives, including strategic planning and regeneration studies, masterplanning, economic assessments, stakeholder engagement, and specialist advisory roles, with no guarantee of volume or value.
