Regional Prosecutor’s Office Headquarters, Białystok
This competition concerns the design of a new prosecutor’s office containing a new multi-storey public administration building in Białystok, Poland.
Organised by the Prosecutor’s Office and administered by the Association of Polish Architects (SARP), this competition concerns the design of a new multi-storey civic building on a 7.76k m² central site for the Regional Prosecutor’s Office in Białystok. The project aims to consolidate currently dispersed functions into a single, secure and efficient facility, integrated with an existing building. The brief is highly prescriptive, requiring a carefully zoned layout with strict separation between public, staff and high-security areas, alongside strong environmental performance through renewable energy systems and sustainable design strategies. All compliant entries will be invited to the design competition, which is structured in 2 phases. The first phase will select 5 teams through the submission of a conceptual design proposal, further developed into a more detailed architectural project for the last phase of this competition. All final submissions will receive prizes in accordance with their evaluation ranking, and the winning team will be invited to negotiate a contract for full design services.

All compliant applicants proceed to the 1st phase of the design competition.
5 teams will advance to the last phase.
1st Prize – PLN 40k, 2nd – PLN 30k, 3rd Prize – PLN 15k
2 mentions – PLN 7.5k
Qualification Deliverables:
– Application form
– Declaration of: No exclusion grounds, acceptance of competition rules, authorship and commitment to transfer IP rights if awarded
– Professional registration and qualifications
– Power of attorney (if applicable)
– At least 1 relevant reference of a completed project: Public building, Min. 3k m² gross floor area, with planning permit
Design Competition Deliverables:
1st Phase – Concept Design:
– Concept statement of: Architectural design, urban response, functional strategy and sustainability approach
– Indicative area schedule: Based on provided room schedule, must confirm compliance with total usable area range of 4.2k m² and 6.6k m²
Conceptual Drawings (A1 boards):
– Site plan
– Floor plans, min. 1–2 sections and elevations
– Explanatory diagrams
Last Phase – Detailed Design:
– Design report: Architectural concept, urban strategy, functional logic, sustainability approach, technical assumptions
– Compliance with the programme: Detailed area schedule, must align with room schedule tables
– Technical and environmental strategy: Energy, ventilation and water management strategies
– Cost and feasibility statement
Detailed Drawings (A1 boards):
– Site plan
