This tender was procured to reconstruct the Maison des Forêts, destroyed in 2021, as an exemplary public environmental education facility in Saint-Étienne-du-Rouvray, France.
Set within the Madrillet forest on the outskirts of Rouen, the project proposes the reconstruction of the Maison des Forêts, a public environmental education centre lost to fire in 2021. Conceived as a renewed civic and ecological landmark, the project seeks to re-establish the building as a place of learning and engagement for schools, families and local communities, deeply embedded within its woodland setting. The brief calls for a highly sustainable, bioclimatic architecture with ambitions aligned to Passivhaus standards, prioritising timber construction and the use of bio sourced materials. Beyond performance, the project is framed by a broader environmental agenda, enhancing biodiversity, minimising carbon impact, and reinforcing the relationship between built form and landscape. The appointed team will deliver the project across all stages, from early concept design through to completion, over an anticipated programme of 5 years.

3 teams will be selected for the design stage.
Each team submitting a compliant proposal will receive a €40k fee.
Qualification Deliverables:
– Letter of Application confirming team structure and lead consultant
– Declaration of eligibility
– Architect’s professional registration certificate
– CVs of key personnel
– Qualifications and professional titles of key team members (diplomas and certifications)
– Company financial statements: Turnover for the last 3 financial years, financial capacity declaration
– Staffing declaration (management structure over 3 years)
– Methodology note (max 5 pages): Team composition, roles and responsibilities, staffing resources, organogram, internal working methods

– Full team reference schedule
– Project references from all team members: Up to 10 references per team member, max. 1 A4 page each reference
– Lead architect additional portfolio: 3 relevant projects, at least 1 completed (template provided)
Design Competition Deliverables:
– Written design statement: Architectural concept statement, response to functional programme, environmental and energy strategy, BIM approach and technical principles
– Cost and feasibility statement: Compliance with €1.58m construction budget
