The Douaisis Agglo Community seeks multidisciplinary design teams to propose an extension to its existing civic building in Douai, France.
Set within the Dorignies business park in Douai, this competition seeks proposals for a significant civic extension to the Douaisis Agglo headquarters. The project introduces a 7.2k m² addition designed to consolidate dispersed municipal services into a single, cohesive workplace, bringing together offices, meeting spaces and a new council chamber for up to 200 people. Central to the brief is the creation of a clear architectural dialogue between old and new, achieved through a linking volume that physically and symbolically connects the extension to the existing building. Beyond programme, the ambition is to deliver a contemporary civic environment that prioritises collaboration, wellbeing and environmental performance, embedding the institution more confidently within its urban context.

Up to 3 teams will advance to the design competition.
Each team submitting a compliant submission will receive €40k.
Qualification Deliverables:
– Application letter (DC1 form or equivalent)
– Declaration on honour confirming no exclusion grounds
– Economic and financial capacity statement (DC2 or equivalent)
– Judicial declarations (if applicable – e.g. insolvency proceedings)
– Professional registration certificate (for architect – registration with professional body)
– Team structure statement
– Organisation chart (organogram)
– Description of collaboration between team members (past or current)
– Company profile (max. A4)
– Average annual staff numbers (last 3 years)
– Key personnel and management structure
– Technical resources: software, tools, and equipment
– Professional qualifications: CVs, degrees, certifications
– Annual turnover (last 3 financial years)
– Evidence of financial standing (if required)
– Letter of intent / motivation letter (maximum 1 A4 page)
