The Université Paris-Est Créteil (UPEC) is planning a new university building within the Ilot Jacquard development area in Créteil, forming part of a wider urban regeneration initiative linked to the Grand Paris Express. Positioned at the heart of a rapidly evolving academic and mixed-use district, the project will consolidate existing teaching and research activities (currently housed in leased premises) into a purpose-built facility designed to accommodate approximately 3,000 students and 500 staff. The building is expected to provide around 5,400 m² of flexible space, including lecture theatres, teaching rooms, offices, a conference facility, sports areas and a cafeteria, with provision for future expansion and an optional independent healthcare facility. The scheme aims to create a visible and accessible academic presence within a new public realm, strengthening connections to neighbouring university campuses and the surrounding urban fabric.
Conceived with strong environmental ambitions, the project will align with current low-carbon standards and anticipate future requirements in terms of energy performance, adaptability and resource efficiency. The site presents a series of technical and contextual challenges, including proximity to major transport infrastructure, existing buildings requiring demolition and remediation, and complex ground and environmental conditions, which will inform the early-stage briefing and design strategy. The appointed programming consultant will play a central role in defining the architectural, functional, technical and financial brief, as well as supporting the client through the subsequent procurement of the design team, ensuring the project delivers a resilient, future-proof academic environment embedded within its evolving metropolitan context.
