Leopardstown Racecourse
Horse Racing Ireland is establishing a single-party framework for an Architect-Led Integrated Multi-Disciplinary Design Team for the implementation of the masterplan at Leopardstown Campus.
The brief has two core components:
(A) the design and planning of a new 900-space surface car park at Leopardstown Racecourse North, replacing an existing gravel and grass facility
(B) ongoing support for the implementation of the Leopardstown Campus Masterplan, which aims to transform the site into a landmark sports, entertainment, and community hub. The successful team will provide services from Stage (i) to Stage (ii)b under the Capital Works Management Framework and will contribute to shaping the long-term development vision of this strategic Dublin-based facility

Minimum turnover:
Architect: €500,000/year
Quantity Surveyor: €300,000/year

All insurance, economic standing, and technical competencies are assessed on a Pass/Fail basis.
Quality Assessment:
Criterion A: Approach to Requirement A – Surface Car Parking Design
Tenderers must outline their:
Approach to achieving 900 car spaces, replacing the existing 500 gravel/grass spaces
Design options considering planning, environmental and technical standards
Stakeholder engagement, especially with the Planning Authority
Sustainable transport strategies for racegoers
Project management methodology
Any additional innovations or considerations to enhance planning success
Criterion B: Support for Masterplan Implementation
Tenderers must address:
Methodology for project and design management across the wider masterplan scope
Coordination of multi-disciplinary inputs, including architectural, engineering, ecological, transport, and planning functions
Stakeholder engagement, especially for future development phases
Flexibility and responsiveness to evolving campus requirements
Note: This is broader than Requirement A, touching on strategic development and collaboration over multiple project phases.
Criterion C: Technical Merit of Resources
Applicants must demonstrate:
Experience and suitability of key personnel (CVs previously submitted)
Team structure, management, and communication arrangements
Clarity of roles and responsibilities across the consultant team
Capacity to deliver a complex multi-stakeholder brief efficiently and to high standards

The tendered lump-sum fee
