Leeds City Council is seeking consultants to deliver an options appraisal and feasibility study to reimagine and redevelop Leeds City Museum into a sustainable, accessible, and engaging cultural destination.
Leeds City Museum, part of Leeds Museums & Galleries, opened in its current site in 2008. After sixteen years of operation, the museum requires reimagining of its permanent galleries, visitor circulation, and commercial spaces to ensure a vibrant, sustainable, and accessible future. The tender seeks an options appraisal and feasibility study considering three development scenarios: refurbishment within the existing footprint, reconfiguration of spaces, or redevelopment with a small extension for a new entrance. The programme runs for five months, including stakeholder consultation, options development, cost assessment, and final reporting.

– Experience on comparable projects, with two case studies (Pass/Fail).
– Approach to project and foreseen challenges (70 pts; min 42).
– Experience preparing engaging visuals/presentations (85 pts; min 51).
– Experience analysing options for heritage/museum sites (85 pts; min 51).
– Knowledge of accessibility legislation and museum design (65 pts; min 39).
– Personnel skills, expertise, qualifications (65 pts; min 39).
– Interview/Presentation based on method statements 1–6 (130 pts; min 78).
Social Value Questions:
SV1: Estimated spend in local supply chain (50 pts; min 30).
SV2: Environmental/climate emergency measures (50 pts; min 30).
Scoring: Quality = 60% (600 pts), Price = 40% (400 pts), Social Value = 10% (100 pts, included within quality weighting).
