Framework for Social and Affordable Residential Developments, Dublin
Dublin City Council is establishing a four-year Multi-Party Framework Agreement for Architect-led integrated design teams to deliver social and affordable housing projects, with associated community facilities
he framework will cover small to medium-scale developments valued up to €5 million (excl. VAT), and aims to appoint 8–10 multidisciplinary consultant teams capable of providing full design services from planning through to handover. Services required include architecture, civil/structural and M&E engineering, quantity surveying, fire safety, PSDP, assigned certifier, planning and accessibility consultancy. Mini-competitions will be used to award individual call-off contracts among the framework members. Compliance with Irish Building Regulations, sustainability standards, and modern methods of construction is expected.
A seed project, at 32 Camac Park Road, comprises the extension and refurbishment of an existing two-bedroom home and the construction of a new 3–4 bedroom house on the adjacent site at 32 Camac Park, Bluebell, Inchicore, Dublin 12. The existing 62m² house will be upgraded and expanded into a three-bedroom dwelling, forming a cohesive two-unit development. Valued at €675,000 (excl. VAT), this initial project is to be delivered through Stages (i) to (v) of the Capital Works Management Framework. The appointed design team must provide all statutory roles and technical services, including planning, detailed design, procurement support, and on-site construction oversight. Performance on this seed project will confirm eligibility for continued participation in future framework call-offs.

Submission Criteria
8-10 consultant teams (architect-led) will be appointed to the framework. Once established, mini-competitions (also known as call-off contracts) will be held among the framework members for individual project.
