Devon Warm Homes
This tender seeks consultants to deliver retrofit coordination and design services for energy efficiency improvements to low-performing homes across Devon, under the Warm Homes: Local Grant programme.
Devon County Council (DCC), acting on behalf of a consortium of local authorities, is procuring retrofit support services as part of the £5.25m Warm Homes: Local Grant Programme (2025–2028). The scheme will improve energy efficiency and low-carbon heating in approximately 200 homes across East Devon, Exeter, Mid Devon, North Devon, Teignbridge, Torbay and Torridge. The appointed consultant will provide Retrofit Assessor, Coordinator, Designer, and Principal Designer services aligned to PAS 2035:2023 standards. Works will include assessments, design packs, pre-installation inspections, and coordination with installers, ultimately supporting DCC’s goal to address fuel poverty, reduce carbon emissions, and stimulate the green economy.
