Design and Advisory Services Framework, Troms and Finnmark
Framework agreement appointing multidisciplinary consultants to deliver design and advisory services for maintenance, refurbishment, and minor construction works across northern Norway.
Commissioned by Statsbygg, this framework establishes a multidisciplinary team of architects and consulting engineers to support the ongoing adaptation, maintenance and development of public buildings across Troms and Finnmark in northern Norway. Rather than a single site, the appointment covers a geographically dispersed estate of state-owned properties, many of which remain fully operational during works and may carry security or heritage constraints. The programme is characterised by small-scale interventions (typically refurbishment, alteration and maintenance projects under NOK 5 million) alongside occasional minor extensions and limited new-build elements.
The selected consultants will provide flexible design and advisory services across a wide range of disciplines, including architecture, structural, mechanical (building services), electrical and environmental engineering, either as individual specialists or as coordinated design teams led by a project/design manager. Working within an active estate, the brief prioritises responsiveness, technical competence and experience in delivering projects within occupied buildings, often requiring rapid mobilisation and close collaboration with facility managers. The framework enables both direct appointments for smaller commissions and mini-competitions for larger packages, supporting Statsbygg’s long-term stewardship of its northern portfolio.
