The Cork South Docklands – Roads, Streets & Open Spaces (RSOS) is an extensive urban regeneration and public infrastructure project led by Cork City Council. The scheme aims to transform the South Docklands into a sustainable, connected, and vibrant city district. It encompasses new roads, landscaped streets, cycle and pedestrian infrastructure, public parks (e.g., Canal Walk Linear Park, Kennedy Spine), and the restoration of wetland areas adjacent to Marina Park. This urban realm initiative is designed to reflect the area's industrial heritage while promoting inclusive, active, and climate-resilient spaces. It is a cornerstone of the Cork City Development Plan 2022–2028 and supports national objectives for compact urban growth and sustainable development.

Submission Criteria
Tender Deliverables:
Completed Suitability Assessment Questionnaire (SAQ) – Part 2
– Applicant details and declarations
– Details of consortium members (if applicable)
– Details of any entities being relied upon (e.g. subconsultants)
Declarations or ESPD (European Single Procurement Document)
– Covering grounds for exclusion under Regulation 57 of SI 284/2016
– Required for all parties including main applicant, consortium members, and relied-upon entities
Evidence of Meeting Qualification Criteria
– As defined in Section 3 of the SAQ
– May include financial accounts, insurance, case studies, references, CVs, etc.
Project-Specific Response to the Brief
– Demonstrating understanding of the project, methodology, key risks, and team roles
Fee Proposal
– Lump sum and/or percentage fee covering all required stages
– Hourly rates for time-charged services
– Completed Form of Tender and Fee Schedule (FTS9)
Project Team Structure and Key Personnel
– CVs and named roles
– Identification of Key Team Members including BIM Manager, Project Manager, Design Lead, etc.
Confirmation of Required Insurances
– Evidence of current policies or undertakings to obtain required cover
Schedule of Previous Relevant Experience
– Similar multi-disciplinary public realm or infrastructure projects
Confirmation of Compliance with BIM Requirements
– Including appointment of a Project Information Manager
– Understanding of ISO 19650 and CWMF BIM requirements
Conflict of Interest and Confidentiality Undertakings
– Where applicable, confirmations and disclosures
