Cemetery and Crematorium Development, Chelmsford
Chelmsford City Council (CCC) is commissioning the design of a new cemetery and crematorium on land north of Bakers Lane
The site has been assessed for feasibility and deemed suitable despite environmental and infrastructural constraints, including Green Belt restrictions, a gas pipeline easement, and burial buffer zones. The development will cater for approximately 5,500–6,000 burial plots and around 1,850–2,000 cremations annually, matching the city’s existing demand. The Council is seeking a multidisciplinary design team to take the project through RIBA Stages 1–3, culminating in planning submission and discharge of planning conditions. The site is expected to feature two electrically powered cremators, with associated ecological, archaeological, and transport considerations addressed throughout the process.

Submission Criteria
ITT Submission requires:
– Completed Form of Tender and Associated Declarations (Appendix F)
– Completed Procurement Specific Questionnaire (PSQ) (Appendix G)
– Details of up to three relevant past contracts (preferably in Green Belt locations)
– CVs and experience of proposed Design Team personnel
– Methodology and Approach for delivering the project against RIBA Stages 1–3
– Programme of Works with key milestones
– Communication and Reporting Plan
– Pricing Schedule
– Evidence of insurance cover or commitment to obtain (minimum £5m for Employer’s, Public, and PI insurance)
– Registration and information sharing on the Central Digital Platform (CDP)
