Framework for Energy Retrofit Projects, Kilkenny
Kilkenny County Council are seeking a multi-disciplinary design team for a four year framework to oversee retrofit projects of public buildings
The tender is for the establishment of a framework agreement for a multi-disciplinary design team to manage and deliver energy efficiency, sustainability, and decarbonisation upgrades across public buildings under Kilkenny County Council. The initial project involves an energy retrofit of Kilkenny County Hall, with a broader aim to meet Ireland's climate objectives, including a 51% reduction in emissions by 2030 and achieving net-zero by 2050. Works may encompass upgrades to heating systems, insulation, BMS systems, renewable energy, ventilation, lighting, EV infrastructure, and water conservation. Dynamic simulation modelling and BER improvements are included, with a target to reach a minimum BER B rating.

Submission Criteria
Up to six teams will be shortlisted for the ITT stage.
Stage 1 (Qualifying Stage):
– Completed Part 2 Questionnaire with declarations
– ESPD or Appendix A (self-declaration regarding exclusion grounds)
– Turnover (€500,000 minimum over last 3 years)
– Professional indemnity, public liability, and employer’s liability insurance
– CVs and qualifications of key personnel
– Evidence of two previous retrofit/fabric upgrade projects via:
– Appendix B1: Project list
– Appendix B3: Certificates of Satisfactory Delivery
Stage 2 (ITT):
Shortlisted candidates will receive an Invitation to Tender (ITT), with full requirements, submission formats, and evaluation criteria for the second stage. Details such as fees, remuneration, and specific competition deliverables will also be provided at that point.
