St. Paul Residence Hall, Ramsey County
The University of Minnesota is developing a significant 500-bed residence and dining hall project on its St. Paul campus in the USA. Deadline 28 Oct 2026
The University of Minnesota is embarking on a major strategic revitalisation of its St. Paul campus, with plans for a new state-of-the-art 500-bed residence and dining hall. This significant project directly addresses the pressing demand for modern on-campus housing for undergraduate students, aiming to enhance the student living experience. The facility will be located north of Buford Avenue and west of Buford Circle, replacing the existing Bailey Hall, Dining Center, and Student Center complex. The design must also incorporate provisions for a phased expansion to meet future housing needs, potentially including additional standard residence hall or apartment-style units for upper division undergraduate and graduate students. The project operates under a preliminary construction budget of $100,000,000, requiring the selected design team to implement live cost modelling throughout all design phases to ensure strict budget adherence. While the University will manage demolition and site clearing under a separate contract, the chosen design partner will be responsible for coordinating utility work, excavation, backfill, and site restoration. Construction is scheduled to begin in summer 2028, with an early bid package planned for site preparation, footings, and foundations before the 100% Construction Document set is finalised. Substantial completion is targeted for April 2030. The design must also comply with Minnesota B3 Guidelines for sustainable design, including the SB2030 Energy Standard, with energy modelling at each phase and a high-level net zero analysis. Additionally, the design team will collaborate with the University's Interior Designer for Furniture, Furnishings, and Equipment (FF&E) selection, specification, and installation planning.
