St Ives Town Council, in partnership with Cornwall Council, is leading an innovative project to develop and implement new tools and interventions, specifically designed to support and expedite the provision of affordable and local needs housing within the St Ives Parish. The 'Pioneering Parish' project's vision is to identify and de-risk opportunities for a minimum of 250 affordable housing plots over a three-year period. Utilising planning contributions collected by Cornwall Council for the parish, the initiative will apply flexibility to find local solutions that meet community aspirations. Key outputs include a deliverable supply of sites, a RAG assessment for each, and a schedule of suitable delivery tools, which may encompass completed development briefs, supporting studies, planning permissions, site purchase/landowner agreements, and economic viability assessments. The project requires dedicated project support from suitably qualified individuals, freelancers, or consultancies, with proposals welcome for various resourcing solutions, including short-term contracts or awards to established consultancies. A proactive delivery board will oversee the acceleration of affordable homes, complemented by a neighbourhood priorities statement developed through community consultation.
