Westminster Development Pipeline Site B
Westminster City Council is seeking a multidisciplinary team for two sites in it's development pipeline.
The redevelopment of the site offers a significant opportunity to enhance and integrate a new landmark building on to this railway adjacent estate site. The project will deliver a mix of affordable and market-sale homes, directly contributing to Westminster’s target of delivering over 20,000 new homes by 2040. This aligns with the Fairer Westminster housing objectives, ensuring the benefits of development are shared equitably.
Priorities include the provision of family-sized homes, avoiding single-aspect, north-facing units, and delivering inclusive housing solutions that address local needs. The scheme will aim to create tangible benefits for the surrounding community, addressing existing challenges while fostering greater social and economic opportunities.
The masterplan will focus on a residential-led scheme anchored by a landmark building that sensitively complements its surroundings. This centrepiece will reflect the ambitions of the area, providing a sense of identity while integrating seamlessly with the neighbouring context. Enhanced landscaping, the creation of pocket parks, and improved pedestrian routes will help foster stronger connections between the development and its wider urban context.
As part of the RIBA 0-1 design process, the appointed architect will be required to test and evaluate two site options to ensure the most effective and optimal approach for the scheme. This will need to comprise of the site and a second option expanded to include neighbouring residential blocks.
The site was formally used to accommodate council-led social services. The service has been relocated to another council owned site and there is no client requirement for the reprovision of social infrastructure on site. The site currently remains vacant, although there is potential that it will be used for temporary council services whilst redevelopment options are progressed.
The site is enclosed by part three/four storey residential buildings, also under WCC freehold ownership. The surrounding area is primarily residential with nearby high street uses including restaurants and retail. There are tall buildings to south and north of the site but the immediate context is predominantly low rise. The architectural character is a mixture of Victorian residential and social housing built in the 1960s and 70s.
