Revision of Arles’ statutory local plan, in France, to deliver a 2040 spatial strategy, updated planning rules, and sustainable territorial development.
The City of Arles has launched the comprehensive revision of its Local Urban Plan, a statutory planning framework that defines land use, development rights, and long-term spatial strategy across the municipality. Originally approved in 2017, the current plan is considered no longer adequate to address emerging territorial challenges, including demographic shifts, housing pressures, environmental constraints, and evolving national legislation. Initiated by a municipal resolution in April 2023, the project has already progressed through diagnostic and strategic phases, culminating in the development of a new Project for Planning and Sustainable Development, which establishes a vision for the city to 2040. The appointed team will take forward this work, consolidating and refining the strategic framework while translating it into a comprehensive regulatory document.
The commission encompasses the full preparation of the revised planning dossier, including updated territorial analysis, environmental assessment, and the production of planning policies, zoning plans, and development guidelines. Central to the brief is the articulation of a balanced urban model that prioritises regeneration over expansion, supports the delivery of approximately 4,100 new homes, and reinforces Arles’ role as a regional centre while preserving its landscape, heritage, and ecological systems. The process is inherently collaborative, involving consultation with public authorities, stakeholders, and residents, and must ensure compliance with national planning legislation, climate objectives, and land-use reduction targets. An optional scope includes the revision of the city’s advertising regulations, aligning visual and commercial signage with the broader urban strategy.
