Tuam Town Hall
Galway County Council intends to procure an Architect led multi-disciplinary design team for works to the historic Tuam Town Hall.
The historic town hall is to be refurbished as an exhibition and event space with ancillary facilities to include offices and meeting rooms and all associated site works. The successful tenderer will be responsible for the preliminary investigations, detailed design, tender process including the procurement of a contractor, supervision of construction and project closeout / final account agreement / handover.
The Town Hall has particular social and historical importance for the town of Tuam and its proposed renovation and repurposing would bring it back into community use and preserve it for future generations. Once operational, it would provide space for numerous users in Tuam and the surrounding areas and act as an attraction for visitors to the town. This project will involve internal renovations and reconfiguration of the main building to make way for the construction of new multi-functional spaces. The ground floor will be served with an attractive modern reception area leading to bright cellular offices and a meeting room which are subdivided with folding partitions to allow for a greater flexibility of the space on offer. Informal break out spaces are provided for on the ground floor in the form of partially enclosed pods. The large open plan space on the first floor will remain relatively untouched except for necessary repairs / upgrades to the drylining system which will require opening-up works to deal with damp ingress. A smoke lobby will be created adjacent to the internal escape stairs and the external exit to the rear of the building will be relocated to improve the fire protection measures. The canteen and sanitary spaces will undergo internal renovations and fit out.

Submission Criteria
Assessed 70% on quality and 30% on price.
Criterion A : Design Approach and Methodology (15 no. A4 pages)
Applicants are required to demonstrate their approach to delivering designs that respond to the Project Brief. Please provide a detailed description of your understanding of the Design Brief, the task as a whole and the methodology you would apply to undertake and deliver the tasks successfully. You need to demonstrate how you would deliver this project on time and within the available budget, especially the various stages of the Project delivery.
Criterion B : Examples of Previous Works (4 no. A3 Drawings & 4 No. A4 pages per project)
Applicants are required to outline three examples of Architectural works undertaken by your practice from preliminary/detailed design to successful completion during the last 10 years. At least two of these examples should be a project similar to this one. Each example should be accompanied with photographs, sketches, plans, project details, scope of services provided, resources and details on any proposed sub-consultants employed to complete the project.
Criterion C : Resources (10 no. A4 pages of text in addition to Organogram)
Applicants should provide an Organogram of their proposed project team including all sub-consultants and demonstrate how that team has the competency and capacity to deliver the required services efficiently. Provide details of the resources which would be employed on this project i.e. the team structure and credentials of the team members. The names, design experience and qualifications of the staff to be allocated to the project should be outlined.
Criterion D : Risk Management (4 no. A4 pages)
Please identify potential risks that may adversely affect the delivery of the service and describe the proposed strategy which you will apply dealing with these risks.
The response should consider, but not limited to:
– Programme
– Budget
– Quality Control
– Health & Safety
The written submission should identify project specific risks relevant to this project and suggest mitigation measures. The submission should serve to highlight the applicants relevant experience in risk management.
Criterion E : Programme (Gantt chart 1 no. A1 page, supporting information 4 no. A4 pages)
Please provide a detailed Programme for the delivery of the required services in various stages in the form of a Gantt chart and accompanying written description for the successful delivery of the project on the target date. This chart and narrative should include and identify:
The key tasks for each stage of the project from appointment to completion of service.
Key milestones, dependent tasks, and critical path to ensure delivery within the required timescale.
The proposed human and office resources to be allocated for the project as whole and for each task
