Town Hall Refurbishment, Minden
Restoration and refurbishment of the final phase of Minden Town Hall, in Germany, renewing façades, roofs and windows within the historic civic complex.
The City of Minden is seeking architectural design services for the third and final phase of the refurbishment of Rathaus Minden, a large municipal complex occupying a prominent urban block between Kleiner Domhof, Großer Domhof and Am Rathaus in the historic centre of Minden, Germany. Following the completion of phases one and two between 2019 and 2026, the project focuses on the renovation and upgrade of the external envelope of Buildings D, E and F, including the refurbishment of façades, replacement and repair of windows, and roof renewal works to Building F. Procured through a two-stage negotiated procedure with pre-qualification under the German Procurement Ordinance (VgV), the commission includes architectural object planning services equivalent to RIBA Stages 2–6 together with construction administration, tendering and site supervision services. The brief requires a technically rigorous approach to façade conservation, repair methodology, damage analysis and heritage approvals, alongside compliance with the City of Minden’s ambitious energy and sustainability guidelines, which promote high-performance building envelopes, low-carbon refurbishment strategies and long-term operational resilience within the civic estate.
