Sports Facilities Framework, Italy
A national open tender to appoint framework consultants for feasibility and detailed design services for public sports facilities across Italy.
Commissioned by Sport e Salute S.p.A., the public body responsible for the development and management of sports infrastructure in Italy, the project establishes a nationwide framework for architectural and engineering design services supporting the renewal of public sports facilities. Procured through an open procedure, the framework appoints multidisciplinary design teams to deliver technical and economic feasibility studies and detailed (executive) design for a wide range of interventions, including extraordinary maintenance, building and services refurbishment, restoration, conservative rehabilitation, and new-build sports facilities. The framework responds to the need for adaptable, high-quality design expertise capable of operating across diverse geographic, climatic, and urban contexts throughout the Italian territory.
Rather than defining a single site, the framework enables Sport e Salute to commission design services for multiple projects over a three-year period through call-off contracts, ensuring continuity, efficiency, and consistent design standards. The scope spans both architectural and building-led projects and those primarily driven by building services and plant engineering, reflecting the technical complexity of contemporary sports infrastructure. Emphasis is placed on integrated multidisciplinary coordination, digital information management (BIM), environmental responsibility in line with national minimum environmental criteria, and the capacity to deliver public-sector projects that balance functional performance, durability, and long-term social value.

Submission Criteria
Two economic operators will be appointed per lot.
Framework call-offs allocated 60% to first ranked operator and 40% to second ranked operator per lot.
