South Denes Masterplan
East Suffolk Council are seeking a suitable consultant or organisation capable of producing a comprehensive masterplan and marketing strategy for the offshore energy focused South Denes in Great Yarmouth.
Currently, the commercial area in the South Denes peninsular of Great Yarmouth consists of a large number of existing sites and operations, in a variety of states of serviceability, from open vacant sites, buildings requiring demolition or refurbishment, to well run, good quality building stock.
The area does not have a significant high profile, is not well signposted, and is not recognised as an important commercial and employment area within the renewable energy sector at a regional and national level, despite Great Yarmouth’s significant contribution to the renewable energy sector within the UK.
The masterplan brief would be to look at all of the sites together in an holistic manner, and to see how they interrelate with one another and with the existing infrastructure, to better understand site availability and opportunities, and what the infrastructure constraints are in relation to long term growth This is particularly important in respect of accessibility and the new roadway network opened up by the new Herring bridge (£121million) which opened in February 2024, the highways implications of which have not been properly assessed in respect of the existing and future potential of South Denes from an integrated masterplan point of view. Part of this accessibility study would be a gateway strategy to give the area a higher profile on the approaches into South Denes, as well as looking at signposting and wayfinding out with the immediate area of the site, on key routes and junctions.
The masterplan process would look to engage with key stakeholders within the area, eg RWE, Peel Ports, Equinor, etc, to properly understand their long-term aspirations, and how those aspirations could be integrated into the vision.
As well as the existing area designated as South Denes, the masterplan should also consider the wider area including opportunities for land reclamation and development around the existing outer harbour, which has been subject to previous studies, improvement of the outer harbour itself, and also to consider wider opportunities for relocating businesses which are not part of the renewable energy vision for the area, but which are nonetheless important employers who should be retained within Great Yarmouth. This could involve looking at expansion opportunities in other suitable locations.
