The City of Soltau is undertaking the replacement new-build of the Wilhelm-Busch Primary School, delivering a four-form entry full-day primary school with an integrated mensa (school canteen) and a two-court sports hall on a site adjacent to the existing 1975 school buildings. The project responds to contemporary educational requirements and the statutory entitlement to full-day schooling, combining teaching, dining, and sports facilities within a compact campus structure. Once the new school is complete, the existing buildings will be demolished. The total construction cost is estimated at approximately €35.5 million, and the project is located in Soltau, Lower Saxony, Germany.
The school will be delivered through a design-and-build (total contractor) procurement model, with the City appointing a specialist consultant team to prepare the functional performance specification, manage the EU-wide procurement procedure, and provide design, construction, and contract performance monitoring through to completion. The consultant’s role includes translating spatial, technical, and pedagogical requirements into output-based criteria, coordinating negotiations with bidders, evaluating technical and economic submissions, and overseeing quality, cost, and programme compliance during delivery.
