Lambeth Capital Projects Framework
London Borough of Lambeth is establishing a multi-supplier framework across five Lots.
The Framework is divided into five Lots:
Lot 1 Mechanical & Electrical
Lot 2 Construction & Refurbishment Works
Lot 3 Roofing
Lot 4 Fire Safety
Lot 5 Professional Services
The projects will include the Council's schools estate and other public buildings under the authority’s ownership, and will cover both refurbishment and new build.
The Professional Services Lot includes a wide range of services, such as project management, building surveying, architectural design, cost management, and health and safety coordination, as well as ensuring compliance with the Construction Design and Management (CDM) Regulations.
Allocation of work amongst the Suppliers on the framework will be via mini-tenders.

Assessed 70% on quality and 30% on price.
Technical Competence (25%)
Explain your proposed approach to delivering multiple projects within a programme of works. Set out your experience of managing concurrent projects on behalf of Local Authority clients, as part of a planned programme of activity. Your response should demonstrate how you ensure delivery of schemes and programmes are managed to meet the clients time, cost and quality criteria. Your answer can include high level graphical representations of programmes such as Gantt or bar chart to support your response, which will not be included in the page count. Maximum 2 x A4 sides.
Health & Safety (13%)
Describe your approach to the management of health and safety. Your response should set out your approach to ensuring that all works to provide assurance to the Authority that all works will always be managed safely and compliantly with regard to all current regulations, including the CDM Regulations. You should also provide your H&S policy (not part of page limit). Maximum 4 x A4 sides.
Experience (25%)
Projects will involve the delivery of works on operational sites, such as schools, or in locations which are publicly accessible. Provide 3 examples of schemes that you have worked on in similar environments to deliver typical refurbishment and new build projects on behalf of Local Authority clients. Maximum 8 x A4 sides.
Resources (15%)
Provide a resource schedule and method statement
showing the staffing resources to be deployed both on and off site to support delivery of projects, along with a management structure chart (organogram). The response should include the names, qualifications and profile of the key members of your proposed team, outlining their roles and demonstrating their technical expertise & experience; also include details of any sub consultants that you propose to use during the duration of the framework. You should also submit CV summaries of key staff members (Not part of the page limit). Maximum 4 x A4 sides.
Performance (12%)
Propose your approach to operational management, contract monitoring and communication, including client liaison, for any projects you will deliver under this framework. Set out your proposals for working collaboratively with Lambeth Council’s employees and contractors (as required). Provide examples of where you have done this successfully elsewhere on similar projects. Maximum 4 x A4 sides.
Responsible Procurement and Social Value (10%)
Complete the Action Plan to demonstrate your commitment to the detailing any additional commitments, opportunities, or wider social benefits your organisation can offer beyond the minimum requirements. Initiatives that will deliver direct benefits to the Lambeth community are particularly encouraged.
