Angelsey Framework
The Isle of Anglesey County Council wish to procure a consultancy to provide multi-disciplinary expertise to support capital project delivery.
Anglesey is a peripheral area struggling economically after a range of recent structural economic blows – from e.g. the closure of the Wylfa Nuclear Power Station, the former Anglesey Aluminium Plant and a recent 700+ job food processor, 2Sisters, to name but a few. There are diverse range of programmes and projects aimed at bringing about economic restructuring – the following providing a flavour of recent such interventions (many still on-going):
- UK Government’s Community Renewal Fund (CRF) initiative – a £3 million fund secured and managed by the Team for investment in skills, in local business, in communities and places and in supporting people into employment
- Shared Prosperity Fund (SPF) – a £16.1 million of funding for further local investment in the above as well as in improving numeracy – likewise involving all of the above interventions and activities as CRF
- Levelling Up Funding – securing and delivering upon £22.5 million of capital investment to transform key community, culture and heritage assets within Holyhead Town centre and to bring vacant properties back into use
- As ‘accountable body’ for the development of Anglesey Freeport , in collaboration with Stena and other key strategic partners – providing access to up to £25 million ‘seed capital’ funding to address infrastructure gaps in Freeport locations and create the right physical conditions to encourage private sector investment
- A sites and premises programme which, over the last 10 years, has seen some £20 million of European and Welsh Government Enterprise Zone capital funding invested in the construction of approx. 8,000m2 of industrial and commercial floorspace at various locations on the island. A Programme set to continue, initially with the planned redevelopment of a 3.5 hectare former industrial-chemicals brownfield site, new business units in the town of Amlwch and the wholesale refurbishment of the former Shell Marine Terminal Building at Porth Amlwch.
- Bidding and preparation of a range of town centre regeneration projects utilising, for example, Welsh Government Transforming Towns funding.
- Numerous socio-economic studies and analysis to support the work of the Council, Business Case formulation to support funding bids and monitoring and evaluation work to meet the requirements of various funders.
It is anticipated that the work of the successful tenderer will focus upon delivery and implementation of capital projects stemming from the above – principally those related to e.g. Freeport, UK Government Regeneration Programmes, Town Centre Regeneration and Sites and Premises Programme capital spends - although this is not to say there may be other instances and other initiatives where the skills and capacity outlined below are needed to support other current and future initiatives.

Assessed 80% on quality and 20% on price.
Quality Questions:
Provide details of the relevant skills, technical ability and experience of your organisation and the areas of specialist expertise that you consider being of particular relevance to IACC. (25%)
Provide details of two examples of major projects where you have deployed a range of the multi-disciplinary skills set out in the Tender Specification, to support project management, delivery and implementation of major projects. (25%)
Demonstrate your experience and familiarity with working in the Welsh context – in particular, working within the scope of current Welsh Government policies and priorities and also within regulatory & consenting regimes and various practices and standards applicable in Wales. (25%)
The IACC requires design and costing, to RIBA Stage 4, of 5 new industrial units for B1 / B2 / B8 uses. Each will have an internal floor area of some 150m2 and be on brown-field site adjoining an existing industrial estate. Infrastructure for the development is already in place to the edge of the development site. Set out your approach to undertaking the above by way of a ‘project plan’ which takes into account IACC’s following standard requirements in respect of responding to instructions for work. (25%)
