A two-stage restoration partner tender seeking innovative proposals to revive a fire-damaged Grade II listed Victorian bath house in Lewisham.
Ladywell Playtower is a Grade II listed Victorian bath house constructed in 1884 and recognised as one of the UK’s earliest public swimming pools. The Gothic landmark has been closed for many years and suffered significant fire damage, leaving it in a state of disrepair. Lewisham Council is seeking a restoration partner to bring forward a viable, sustainable proposal for the revival and reuse of the building, informed by community aspirations and sensitive to its historic significance. The project requires a partner capable of developing a robust business plan, funding strategy and delivery approach to secure the long-term future of the building for public benefit.

Submission Criteria
Submissions are made via a mandatory online questionnaire consisting of Sections A–J and a Declaration. Each section is scored out of 10 and weighted as follows:
Organisation details (A1–A8) – 2%
Proposed project outline (B1) – 14% (minimum score of 5 required)
Business plan (C1) – 14% (minimum score of 5 required)
Financial proposal (D1) – 14% (minimum score of 5 required)
Investment, funding and partnership (E1) – 14% (minimum score of 5 required)
Project timeline (F1–F2) – 10%
Planning approach (G1) – 10%
Due diligence (H1) – 2%
Stakeholder engagement (I1) – 10%
Experience and track record (J1) – 10%
For shortlisted bidders, Stage Two will require more detailed information, including but not limited to:
– In-depth project proposal
– Proof of identity and address
– Financial records and financial standing
– Corporate references
– Solicitor and accountant details
– Proposed works schedule
– Detailed delivery strategy (if applicable)
– Guarantor information
– Long-term business plan
