Kirklees Framework
The Council of the Borough of Kirklees intends to procure a multi-Lot Framework for a range of professional consultancy services.
The Framework will be divided into nine Lots as follows:
Lot 1 - Architecture and Multi-Disciplinary
Lot 2 - Project Management
Lot 3 - Quantity Surveying
Lot 4 - Mechanical and Electrical Engineering
Lot 5 - Structural /Light Civil Engineering
Lot 6 - Lift Consultancy
Lot 7 - Building Surveying
Lot 8 - Clerk of Works
Lot 9 - Conservation & Heritage Advice (Architecture)
A maximum of four suppliers will be appointed to each Lot. Applicants may apply for and be appointed to more than one Lot.

Quality Assessment:
Explain how you would provide a level of resource to achieve the programme for Scenario 2 of the Pricing Scenario Document and evidence that the resource proposed shall be both competent and suitably qualified to provide the required level of service for the complexity of this commission. You may refer to previous schemes that you have undertaken for a Local Authority to illustrate your answer. (15%)
Provide details of how your organisation will manage an overall commission in delivering two concurrent, interrelated projects – considering but not strictly limited to the following aspects;
– How you will ensure each project is resourced correctly;
– How you will ensure that progress is made on both projects and neither will have a detrimental effect on the other;
– How you will manage reporting and resourcing considering the Council see them as two individual projects; and
– Who will lead the overall commission and who will be responsible for leading each project team.
In addition, please provide details on how your organisation will ensure that the Lead Designer/Architect will have full autonomy to manage the projects (if they are working for a separate partner consultancy on the commission). (15%)
Provide detailed methodology on how you would undertake the commission for Scenario 2 of the Pricing Scenario Document to achieve a successful outcome – considering but not strictly limited to the following aspects;
– Demonstrating your understanding of the brief;
– How you will deliver your role as Lead Consultant;
– How you will work with the Council and key stakeholders to manage the commission, including what systems and methodology you will apply to this;
– How you will ensure that the final scheme is future-proofed in terms of both management and costs for the Council; and
– How your approach can work to supporting Climate Emergency declared in Kirklees. (15%)
Please provide an annotated Tender Programme in line with the professional services consultancy framework explaining how you will deliver Scenario 2 of the sample projects to meet the Council’s requirements – considering but not strictly limited to the following aspects;
– Compliance with specified requirements;
– Resource plan; and
– Details of any potential float periods. (15%)
