Antrim Framework
Mid and East Antrim Borough Council wish to implement a framework for multi-disciplinary consultancy teams to assist in the delivery of its Capital Plan.
Currently, the Council make use of external integrated consultancy teams to provide a wide range of services each of which has a bespoke procurement exercise. This has proven to be time consuming and inefficient.
The new framework aims to add value in the delivery of Capital Projects through faster procurement processes, faster delivery, rigorous selection processes for appointment onto the framework, and an overall improved service.
A maximum of five tenderers will be appointed to the framework.
The nature of the accommodation and services to be provided include, but are not limited to:
- New build community centre provision and refurbishment of existing;
- New cemetery provision and extension to existing;
- Upgrade of football stadia;
- New build public toilet provision and refurbishment of existing;
- Provision of Changing Places facilities;
- Playpark programme including provision of new and refurbishment of existing;
- MUGA programme including provision of new and refurbishment of existing;
- Provision of new and enhanced Borough greenways and blueways;
- Coastal projects such as dredging, pier stabilisation, harbour refurbishment works, cliff stabilisation, etc;
- Provision of new and enhanced forest paths;
- New visitor centres to destination parks;
- Design and provision of masterplans;
- Refurbishment, remodelling, redecoration or extension to any Council asset;
- Architectural, Structural, Mechanical, Electrical or Sustainable amendments to a council asset;
- Site feasibility studies;
- Sole Outline Planning approvals;
- Assistance with external funding bids.

One example of an NEC 4 contract for projects of similar scale, scope and complexity from the last five years for each of the following cost bands (to include at least one building and one external infrastructure project):
Band A – £50,000 – 250,000
Band B – £250,000 – 500,000
Band C – £500,000 – 1,000,000
Band D – £1,000,000 – 2,000,000
The quality element will be assessed on responses to the following exemplar project scenarios, with equal weighting given to Project Design Methodology, Preparation of Robust Documentation, Project Quality/Cost Monitoring, Value for Money and Project Risk Management:
Please provide details of how you would deliver an exemplar NEC 4 contract based on the outlined briefs below.
The Client requires the provision of a new 3G pitch MUGA to an existing grass area.
– Project budget – £600,000.
– Pitch dimensions are to cater for full size soccer and rugby use.
– The 3G carpet depth needs to be approved for both soccer and rugby use.
– Consider designs and cost associated with a dual fibre carpet (a combination of monofilament and fibrillated fibres) and a more sustainable infill material option as directed by the EU, microplastics are to be banned in synthetic pitches from September 2031.
– New drainage solution.
– New asphalt base.
– New approved shockpads, 3G surface & infill
– New perimeter fencing and ball stop fencing at goal ends.
– Design of new lanterns to the floodlighting
– Pre & post-handover independent testing undertaken.
– Provision for bin, signage, boot cleaning & goal equipment.
The Client requires a design of a new Community Centre. The schedule of accommodation will include but is not limited to:
– Project budget – £1,500,000.
– 2-court hall – badminton/bowls
– Kitchen to allow community kitchen provision
– Office for 4 workstations
– Team changing rooms for 2 full soccer teams & coaching staff
– Referee changing rooms x 2
– Toilet and Changing Places facilities
– Ancillary/equipment storage

In addition to the above, applicants are required to provide a detailed statement outlining how their Integrated Consultancy Team will ensure that it is populated with appropriately skilled staff who will manage and deliver the works to ensure a high level of performance. This should include CVs and an organogram.
