HSE Regional Design Team Major Framework 2025
The HSE is procuring architectural and related services through a framework agreement to deliver major healthcare capital projects, beginning with a proposed 96-bed ward block at Wexford General Hospital.
The Health Service Executive (HSE) will appoint architect-led design teams under a new four-year framework for major projects valued at €50M–€400M. The framework covers hospitals and healthcare facilities across the Dublin and South East region, excluding St Vincent’s University and St Michael’s Hospitals. The first indicative project is a 96-bed acute inpatient ward block at Wexford General Hospital, designed to modern healthcare standards, improve inpatient accommodation, and align with HSE’s Exemplar Design Guidance. The framework structure enables both cascade call-offs and mini-competitions, ensuring flexibility and consistent quality delivery.

A maximum of eleven participants will be admitted to the framework – the eight top-ranked tenderers appointed per Lot, with ties at positions 8–11 also admitted.
