The tender seeks an architect for the redevelopment and phased renewal of Heerbeeck College, a secondary school campus in Best, Netherlands.
The Heerbeeck College, operated by the VOBO schools group and the Municipality of Best, is the sole secondary school in the area, offering VMBO-t (preparatory middle-level applied), HAVO (higher general secondary), and VWO (pre-university) education. The project involves demolition, new construction, and renovation of existing school buildings to modernise facilities and accommodate growth to approximately 1,950 students by 2039.
Phase 1 focuses on replacement new-build for the outdated Junior College, planned for completion by 2028. Subsequent phases will entail gradual renovation of the 1989 main building and integration with the newer 2000 and 2010 wings. The programme aims to ensure continuity of education, sustainability, and flexibility for future expansion of up to 500 additional pupils.

Submission Criteria
5 teams will be shortlisted to the second stage.
Each shortlisted team will receive a design fee / honorarium for their competition submission (exact amount not disclosed yet).
Qualification Deliverables:
– Completed Request to Participate
– European Single Procurement Document (UEA) – confirmation of eligibility, absence of exclusion grounds, and self-declaration of suitability
– Motivation Letter / Vision Statement
– Organisation chart and roles of all proposed consultants
– Short CVs (max. 2 pages each) of the lead architect, project architect, and key consultants
– Declaration of Cooperation – for consortiums or partnerships
– Financial and Economic Capacity Statement: Evidence of insurance, turnover, and company registration (e.g., Chamber of Commerce extract)
– Signed Acceptance of Tender Conditions
Reference Declarations — using the prescribed form:
– Core Competence 1: Design of a secondary school extension and renovation with a minimum construction value of €15 million
– Core Competence 2: Design of a renovation project executed in at least two phases (with at least three months between phases)
– Core Competence 3: Design of a renovation of a building in use during construction with a construction value of at least €5 million
– All references must have been completed within the last three years

Conceptual Architectural Design Proposal:
