The Gradski Stan Community Housing competition invites proposals for a new mixed-use residential and commercial complex in Podgorica, Montenegro. Envisioned as a benchmark for affordable urban living, the project will transform an 18,673 m² greenfield site into a vibrant community of around 220 dwellings, complemented by local amenities and landscaped public spaces. Architects are asked to conceive flexible, energy-efficient housing typologies and to integrate sustainable urban design with inclusive, human-centred environments. The international open design competition seeks innovative yet practical solutions that balance cost-effectiveness with architectural quality, addressing social and environmental challenges through thoughtful design, rational construction and resilient urban form. Winning entries will set a new standard for civic-led housing development in Montenegro.

Submission Criteria
The first 3 placed teams will receive a prize amount according with their placement, and the jury can select up to 2 honourable mentions:
1st Prize – €12k, 2nd Prize – €8k, 3rd Prize – €5k
Honourable mentions – €2k each
Deliverables:
Design presentation (4 A0 boards):
– Site plan (1:1000 scale)
– Floor plans, sections and elevations (1:200 scale)
– 3D visualisations and perspectives
– Textual report explaining concept, phasing, sustainability, and cost rationality
– Estimated construction cost summary
– Statement of authorship and team composition
