Former Factory Conversion to Multifunctional Space, Itzehoe
Two-stage negotiated procurement for architects to adapt Itzehoe’s Alsen Spraywerk, in Germany, into a covered, flexible cultural-event space.
The City of Itzehoe, through BIG Städtebau GmbH acting as its trustee urban regeneration body, is advancing the transformation of the former Alsen cement works into a multifunctional cultural landscape on the banks of the River Stör. At the heart of the commission is the Spraywerk, a cluster of vacant industrial buildings including the boiler house, workshop spaces and chimney, which are to be stabilised, refurbished and adapted as a flexible, covered “cold hall” for culture, leisure and events. The project forms part of the wider urban renewal programme Growth and Sustainable Renewal, converting a long-derelict 26,700 m² industrial site into a publicly accessible civic destination. While parallel commissions address the external works (landscape planning under the Fee Structure for Architects and Engineers – HOAI §39) and the development of a future arts and cultural centre, this procurement concerns building planning services (HOAI §34 – Buildings and Interiors) for the reuse and upgrading of the existing structures.
The architectural brief calls for a sensitive yet robust adaptation of the industrial fabric, preserving its spatial character while ensuring safety, durability and compliance with contemporary standards. The appointment will be delivered in stages, initially commissioning service phases 1–4 (brief development to planning approval), with later work stages subject to further instruction. Working within a defined construction budget of approximately €2.51 million (net), the architect will be responsible for cost control, programme coordination and alignment with public funding requirements. The ambition is not to erase the site’s industrial past but to reinterpret it, retaining its raw materiality and scale while opening it to new public life as a year-round platform for exhibitions, performances and community events.
