The Verbandsgemeinde Bitburger Land intends to build a combined new fire station and community hall in Bickendorf, Germany.
The project seeks to provide modern infrastructure for fire service operations and community gatherings in a single, accessible building. It will include spaces such as a fire engine hall, technical and communal storage areas, multipurpose and event spaces, a kitchen, sanitary facilities, and outdoor areas like plazas and parking. Designed with flood resilience, renewable energy systems (photovoltaics), e-mobility provisions, and sustainable construction principles, the building supports community development and climate protection initiatives.

Submission Criteria
3 – 5 teams will be selected to the design competition
Qualification Deliverables:
– Declarations of compliance with §§ 123, 124 GWB (no exclusion grounds)
– Compliance with Minimum Wage Law (MiLoG) and Landestariftreuegesetz (LTTG)
– Confirmation of tax and social security payment compliance
– Proof of registration in a professional or commercial register
– References: at least two completed reference projects (public buildings or offices) post 01/01/2020 with net construction costs KG 300+400 > €500k, with services rendered for object planning phases 2-5 and 8
– Proof of sufficient professional liability insurance (€2 million for personal injury and €2 million for other damages)
Competition Deliverables:
– Fee proposal based on HOAI 2021
– Systematic approach to economic, energy-efficient and sustainable design
– Quality and schedule management
– Strategy for construction supervision intensity
– Comments on the draft contract if desired
– Optional presentation materials
– Floor plans for ground and basement floors
