The London Borough of Hounslow (hereinafter referred to as the Council) are seeking to appoint an experienced firm of Landscape Architects to lead the design team for Feltham Park's Masterplan.
The appointed team will have demonstrable experience of co-design and delivering urban parks and green spaces through the project cycle from concept design to completion of construction.
The design development will follow a collaborative process with the appointed consultants, client, stakeholders, and community coming together to co-design the Feltham Park Masterplan. Co-design will mean there are additional changes that present themselves as a result of this consultation process and a large focus is placed on the co-design aspect.
Alongside delivery of the masterplan design, desired outcomes for the project include:
- Increasing formal and informal play provisioning at the site, namely, increasing the amount of adolescent to young adult spaces through risk-based play and sports. Redesigning the existing children’s playground to increase carrying capacity. Central to this is the restoration of the running track, the introduction of non turf pitch cricket, a BMX pump track, and the increase in amount of grass sport pitches.
- Increased active cooling and climate resilience of the site through the deployment of nature-based solutions and small-scale geo-engineering, to be co-designed with LBH.
- Diversifying the range of habitats and increasing biodiversity.
- Rationalisation of the masterplan delivery into distinct delivery phases, with options appraisals and approximate costings for each phase. This would be a suite of analysis that allow the council to explore further development of the site.
- Pulling together the ‘Usage Zones’ of the site in a coherent manner with a similar design language/vernacular used throughout.
- Celebrating the historical importance of the site and its connection to the local community.
- Tying the park design into other council objectives and strategies, paying attention to the connection of the park to other green spaces and natural areas. Liaison with key stakeholders is paramount to the success of this.
- Designing spaces for girls using ‘Make Space For Girls’ principles and designing safety into the site to mitigate violence against women and girls.
- Delivery of all or part of the ‘opportunities for the site’ listed above (consultation dependent).

Comprehensive details of the qualifications and relevant experience of the proposed design team members. Two examples of recent projects of a similar nature to demonstrate your ability to deliver the project. In addition, if applicable, provide a detailed list of the names, qualifications, and experience of the sub-contractors you are likely to appoint and manage. (10%)
Method statement to detail how each of the RIBA work stages, as detailed in the specification, will be delivered within the timescales, budget and outputs. Identify the key challenges associated with each of the RIBA work stages and overall project. Detail how you propose to mitigate against all challenges that you have identified. (30%)
