The project for the new headquarters of the Pays Houdanais Community in Houdan, France, envisions a contemporary public building that embodies transparency, efficiency, and environmental responsibility. Located at 17 rue Saint-Mathieu, on a former industrial brownfield at the northern edge of the town, the development will bring together all community services within a single, accessible civic hub. The 1,350 m² facility will accommodate administrative offices, public reception areas, meeting rooms, and a council chamber, surrounded by landscaped outdoor spaces designed to encourage openness and interaction with the local community.
With a strong commitment to sustainability, the project is guided by the ambitions of the BEPOS + Effinergie RE2020 standard, ensuring exemplary energy performance and low environmental impact. Emphasis is placed on bioclimatic design, durable materials, and long-term cost efficiency. Beyond its technical and architectural performance, the new headquarters aims to become a civic landmark for Houdan symbolising the region’s growth, collective governance, and commitment to a sustainable future.

Submission Criteria
3 teams will be shortlisted to the design phase.
Each shorlisted team will receive a € 22k remuneration subject to submission compliance.
Qualification Deliverables:
– Signed declaration of honour (no exclusion)
– Forms DC1, DC2, DC4
– Company registration (K-bis < 3 months)
– Insurance certificates (RC Pro + decennial)
– Proof of financial capacity (turnover for 3 years)
– Team organisation + CVs of key members
– List of 5 relevant references (in Excel format)
– Illustrated presentation of 3 architectural projects (PowerPoint or PDF)
– Letter of motivation (max 2 A4 pages)
– Professional registrations (OPQIBI or equivalent)
Design Competition Deliverables:
– Financial proposal (acte d’engagement + fee breakdown)
– Letter of intent (2 pages A4)
– Explanatory memo (max 10 pages A4) covering architectural concept, site integration, technical and environmental approach, cost estimate, and programme schedule
