The European School of Management and Technology seeks a team to complete the renovation of a listed former State Council building in Berlin, Germany.
The tender seeks a design team to complete the final phase of delivery for the refurbishment of Bauteil A within the listed former State Council Building at Schlossplatz, Berlin. Building on an advanced design, developed to approximately 80% completion, the commission centres on the finalisation, coordination and implementation of the remaining technical design and construction stages. The scope encompasses the detailed resolution of principal teaching and event spaces, including the multifunction room, Sitzungssaal, Auditoria 5 and 6, and associated foyers and circulation areas, alongside their supporting facilities. Beyond design completion, the role extends to procurement support and construction-phase services, including preparation of tender documentation, contractor selection, and on-site supervision. The commission is therefore defined less by new spatial proposals than by the careful orchestration of an already established scheme, bringing it through to execution within a technically dense, heritage-sensitive environment.

Submission Criteria
3–5 candidates will advance to the negotiation stage.
Qualification Deliverables:
– Application form
– Declaration of eligibility under procurement law
– Declaration of compliance with anti-discrimination legislation, gender equality requirements and labour regulations
– Declaration of compliance with EU-sanctions
– Third-party capacity reliance declaration (if applicable)
– Consortium declaration (if applicable)
Technical Capability:
– Professional qualifications: architect’s registration (EU compliant) and key staff CVs
– Relevant project references of at least 1 listed building refurbishment, 1 complex MEP integration and 1 public-sector delivery (template sheet provided)
– Financial standing declaration: turnover/financial capacity
Negotiation Stage Deliverables:
– Fee proposal: calculation based on the project’s development and construction costs, pricing breakdown (lump sum or percentage)
– Hourly rates schedule for the project lead, senior architect and technical staff
– Interview: Team introduction, methodology presentation, project understanding and final Q&A session
– Project programme timeline covering the procurement, design completion and construction phases (Gantt chart or similar)
Team Structure:
– Assignment of the project’s leader and one deputy
– Team members and organisation chart, roles and responsibilities
– Detailed CVs for the project lead and deputy
– Project references from the leader and the deputy, demonstrating experience in heritage and public-sector developments of similar scale
Methodology Report:
– Technical approach to the design revision and completion
– Tender/bidding process methodology
