Urban Plan Revision, Lesneven Côte des Légendes
Strategic planning commission to revise an intercommunal local development plan integrating housing, sustainability and land-use policy across a coastal Breton territory, in northern France.
The Révision Générale du PLUI-H (Intercommunal Local Development Plan including Housing Programme) for the Communauté Lesneven Côte des Légendes sets out a comprehensive strategic planning framework for a coastal and rural territory in northern Finistère, Brittany. Covering fourteen municipalities between land and sea, the commission focuses on updating an already recently adopted planning document to respond to evolving national policies, including the Zero Net Land Take agenda, and alignment with the wider regional Spatial Coherence Plan. The project operates at the scale of a functioning “living territory”, structured around the urban centre of Lesneven–Le Folgoët, and characterised by a delicate balance between agricultural production, tourism, environmental protection and demographic change.
Rather than a conventional architectural project, the brief calls for a multidisciplinary urban planning approach, combining spatial strategy, regulatory zoning, environmental assessment and public engagement. The appointed team is tasked with producing the full suite of statutory planning documents (written regulations, zoning plans, site-specific development frameworks and environmental reports) while supporting an extensive governance and consultation process involving elected members, stakeholders and residents. With strong emphasis on climate resilience, landscape preservation and the revitalisation of town centres, the project positions planning as an active design tool, shaping future growth patterns while reinforcing the identity and sustainability of this coastal Breton territory.
