Hastings Borough Council is inviting tenders from multidisciplinary consultancies to deliver condition assessments, feasibility studies, and RIBA Stage 3 design proposals for the heritage West Hill Lift.
The Council seek an experienced team to assess, report on, and propose restoration and accessibility enhancements for the Grade II listed funicular railway known as the West Hill Lift, which connects Hastings Old Town with the historic West Hill and Hastings Castle. The consultancy will produce detailed condition and feasibility reports, designs to RIBA Stage 3, and documents supporting a Stage 2 HLF capital funding application. The scope encompasses structural surveys, accessibility audits, heritage statements, active travel proposals, and public engagement strategies, all of which must align with the concurrent redevelopment of the adjacent West Hill Café. The consultancy’s deliverables are integral to securing further funding and preserving this iconic Victorian transport system for sustainable public use.
