An open architectural competition for a new public building and civic square in Kaunas, Lithuania, integrating education and administration.
This is a two-stage open design competition. The tender calls for architectural design proposals to revitalise Steigiamojo Seimo Square, an historic urban space in central Kaunas, and deliver a mixed-use administrative and educational facility. The project seeks to reshape the public realm while accommodating the expansion of Kauno Maironio University Gymnasium. It aims to restore the square’s civic role, complement adjacent historical buildings, and integrate new functions for public services and learning. The urban programme includes extensive landscaping, pedestrian prioritisation, a multifunctional educational annex with specialised teaching spaces, and the rehabilitation of street edges per heritage and regulatory constraints. A key ambition is to enhance spatial quality, sustainability, and cultural representation through contemporary architecture rooted in local identity.

1st Stage Deliverables:
Two A1 boards with:
– Conceptual site plan and floor plans
– Main facades, sections, 3D views
– Diagrams illustrating phasing, landscape, sustainability
– Explanatory report (max 3 pages)
– Integration strategy with Gymnasium and square
– Key spatial interfaces and height relationships (ref. elevation sheets)
Technical / Legal Deliverables:
Devizo (Motto) and Devizo Envelope:
– The team’s legal identity and contact details
– Author declarations and confirmation of authorship
– Information about the design team members
– Declaration forms
– Signed price proposal (sealed) – max €1.1 million incl. VAT
Second Stage Deliverables:
– Updated architectural plans with structural and MEP integration
– Landscape and accessibility strategy
– Cost estimate and BIM model (LOD 300)
– Sustainability and heritage compliance plan
– Proof of professional capacity and experience (CVs, references)
– Oral presentation to the jury panel
– Model (physical or digital) following Maketo schema from Priedas Nr.18
