Renovation and repurposing of an industrial heritage site, specifically the former textile factory Nordlys in Bailleul, France.
The Cité Régionale de la Bière is a cultural and tourist project aimed at promoting the brewing heritage of the Hauts-de-France region. It will be located at the Nordlys industrial site in the town of Bailleul, which is known for its rich beer-making history. The site will include exhibition spaces, a bar/restaurant, seminar rooms, educational workshops, and a thematic garden. The project is designed to be a regional flagship to attract more than 70,000 visitors annually.

Submission Criteria
3 or 4 teams will be shortlisted. Each shortlisted team that submits a compliant design proposal will receive a prize of €70,000 (excl. VAT).
Stage 1 Submission (Qualifying):
– DC1 and DC2 forms (or DUME)
– Declaration on honour (legal and fiscal conformity)
– Three architectural references (2 cultural renovation/construction + 1 free)
– Two scenographic references (must be realised projects)
– One reference project for Landscape architecture (garden/pedagogic interpretation)
– One reference project for Acoustics (cultural or leisure facility)
– Proof of professional registration and insurance
– CVs of key personnel (one A4 page max per person)
– Team capacity and experience, including staff and certifications
– Completed templates (Annexes 1 and 2 in Excel and PDF formats)
Stage 2 (Design Competition):
Teams will be expected to submit an “Esquisse+” level design proposal. This will likely include (to be confirmed at next stage):
– Architectural and landscaping concepts
– Scenographic strategies and spatial layouts
– Functional and technical planning
– Compliance with budget and environmental strategy
– Materials and technical options The designs must be submitted anonymously and will be evaluated by a multidisciplinary jury.
