An open design competition in two phases for the construction of the Naples Garibaldi-Porta Est Complex and the urban regeneration of the railway areas, including the design of the new Headquarter of Regione Campania.
An open design competition in two phases for the construction of the Naples Garibaldi-Porta Est Complex and the urban regeneration of the railway areas, including the design of the new Headquarter of Regione Campania.
In the first phase the participants will develop a concept, in the second phase they will have to develop a Masterplan, intended as part of the Urban Implementation Plan of the entire area of intervention and of the Technical and Economic Feasibility Project of the new Headquarter of Regione Campania, which the winner will have to complete. The intervention is part of a broader program of intervention proposals aimed at relaunching the Campania capital: in particular, it is an integral part of the project called "Napoli Porta Est", which also includes the infrastructural upgrade of the intermodal exchange hub Centrale/Garibaldi. The opportunity to implement the urban regeneration of the abandoned railway yard, developing new public and private functions in a strategic and highly interconnected area, is grafted onto this infrastructural improvement intervention.

Submission Criteria
The competition will be divided into two phases as described below:
Phase 1 – In this phase the participants will have to develop a project concept which allows the Judging Commission to choose the best five idea proposals. These will be chosen without the formation of a ranking and admitted to the 2nd phase.
Phase 2 – the development of the Masterplan, through a series of documents, of the entire area subject to intervention and of the Technical and Economic Feasibility Project (PFTE) of the new headquarters of the Campania Region. The proposals will be evaluated by the judging commission, which will formulate the ranking, identifying the winning project proposal.
