Contemporary Arts and Culture Hub, Keyenberg
A cultural revitalisation project in Keyenberg, Germany, converting historic village buildings into a sustainable arts, community and creative working centre.
Set within the transforming landscape of the Rhineland’s former lignite-mining region, the Revitalisation of the Keyenberg Village Centre - Arts and Culture Courtyard reimagines a historic ensemble in Erkelenz, Germany, as a contemporary cultural anchor for a community in transition. The project restores and adapts the former sexton’s house and a traditional four-wing farmhouse, complemented by a new timber-framed building, to create an interconnected hub for artistic production, exhibition, community life and temporary residence. Rooted in the social, environmental and economic objectives of regional transformation programmes, the scheme prioritises the preservation of existing structures, sensitive reuse of materials, circular-economy principles and improved accessibility throughout.
The new Arts and Culture Courtyard is conceived as a lively, open complex that supports a wide range of creative and civic activities: artists’ studios, workshops, exhibition areas, community rooms, administrative spaces, guest apartments and a café organised around a shared courtyard. The project emphasises sustainable construction, energy-efficient refurbishment and participatory engagement with local stakeholders, aiming to foster cultural exchange while strengthening identity in a village once destined for relocation. By merging heritage conservation with contemporary spatial interventions, the development positions Keyenberg as a model for rural cultural regeneration in post-mining territories.

Submission Criteria
3 – 5 applicants will be selected to the second stage.
If more than 5 reach similar scores, a non-discriminatory tie-break (e.g., lottery) is used.
Qualification Deliverables:
– Completed application form (contains company details, staff numbers, turnover, references, etc.)
– Self-declaration of reliability (no exclusion grounds)
– Declaration of professional qualification for the architectural profession (e.g., chamber registration / right to practise)
– Declaration of compliance with statutory minimum wage and fair employment requirements
– Self-declaration confirming no Russian ownership/control under EU sanctions
– Declaration that the tender conditions and contractual terms are accepted
Evidence or declaration of professional liability insurance with minimum cover:
– €1.5 million for personal injury
– €2.5 million for property and financial loss (2-fold maximised)
– Annual turnover declaration for the past three financial years (must meet the minimum threshold of €650k net average)
– Declaration of staffing levels (average number of qualified architects/engineers over the past three years)
Three (or more) Reference Projects:
– Description of services (object planning – buildings & interiors, HOAI §34)
– Confirmation the architect delivered RIBA-equivalent Stages 1–6 (HOAI Lph 1–8)
– Completion date (construction phase completed by 31 Dec 2024)
– Fee volume of the project (for scoring)
