Multi-lot tender for the phased planning of three new fire stations in Isernhagen, Germany, through a negotiated procedure with prior participation.
The Municipality of Isernhagen has initiated a multi-site programme to deliver three new fire stations in Isernhagen KB, Kirchhorst-Stelle and Neuwarmbüchen, replacing existing facilities that no longer meet contemporary operational, technical or regulatory standards. Procured through a negotiated procedure with prequalification, the project appoints a multidisciplinary consultant team across architecture, structural engineering, building services (mechanical and electrical) and landscape design. The stations are conceived as efficient, predominantly single-storey civic buildings, combining appliance halls with social, training and administrative spaces, and organised to ensure clear circulation, rapid response times and functional clarity for emergency operations.
Each station is tailored to its local context while maintaining a coherent programme-wide approach, enabling shared design principles and cost efficiencies across the three sites. The buildings are required to integrate robust, durable materials with a contemporary architectural language that reflects their civic role, often expressed through masonry façades and compact volumes. Beyond their primary function, the fire stations are designed as resilient community infrastructure, incorporating low-energy systems such as heat pumps, photovoltaic arrays, battery storage and controlled ventilation, alongside provisions for emergency power and civil protection. External areas are carefully planned to accommodate operational manoeuvring, parking and safe access, while meeting stringent technical standards for fire service facilities and long-term sustainability.

– Forms must be fully completed and unamended
Qualification Deliverables:
– Completed Participation Application Form
– Applicant details form (company / consortium structure)
– Consortium declaration, where applicable
– Subconsultant declaration, where applicable
– Capacity commitment declaration, where applicable
– Declaration of no exclusion grounds under §§123 and 124 GWB
– Declaration of self-cleaning measures, where relevant
– Declaration of compliance with EU Russia sanctions regulations
– Turnover statement for the last 3 completed financial years (2023–2025)
Evidence of professional indemnity insurance (or commitment to obtain), including:
– €3 million cover for personal injury
– €1 million cover for property and financial loss
– Staffing schedule for relevant discipline (last 3 years)
Identification of lead consultant / project lead, including:
– Professional qualifications
– Minimum 3 years’ relevant experience
– Minimum 2 comparable reference projects (last 3 years, from 01 Jan 2022)
2nd Stage Deliverables:
– Completed tender submission form
– Confirmation of team structure and roles
– Updated method statements / project approach (implied standard requirement)
– Detailed fee offer in accordance with HOAI structure
