The Municipality of Roosendaal in the Netherlands is initiating an open European procedure to establish a framework agreement with up to three expert advisory firms. These firms will be instrumental in the elaboration of the municipality's new Environmental Plan, as mandated by the Omgevingswet (Environmental Act). The project seeks multidisciplinary teams capable of collaborating effectively to produce an integral and legally sound environmental plan. Each selected bureau is expected to bring specific expertise while working constructively with the municipality and other contractors. Services will be provided on an on-call, hourly rate basis, with teams offering advice and support under the municipality's direct supervision to ensure consistency, quality, and continuity throughout the project. The framework agreement is set for an initial two-year term, with the potential for two one-year extensions, allowing for a maximum total duration of four years. This strategic procurement aims to secure comprehensive support for a critical urban planning initiative.
