Tokyo’s AQUA GATE plans 2,100 waterfront homes
A five-district redevelopment along Tokyo’s Sumida River will combine new housing, community facilities and flood protection, with construction phased through to 2034
A 5.2-hectare stretch of former industrial waterfront in north-east Tokyo is being redeveloped into a mixed-use neighbourhood comprising approximately 2,100 homes. Announced under the name AQUA GATE Senju Okawabata on 9 October 2026, the project brings together multiple developers across five districts, combining residential construction with new infrastructure, public spaces and improvements to the Sumida River embankment.

Located in Adachi City, near Kita-Senju station, the development will include apartments, retail, childcare facilities and accommodation for older residents. The site previously accommodated industrial operations and recreational facilities, and forms part of a wider programme to regenerate former industrial land along Tokyo’s waterways.
Rather than being delivered by a single developer, AQUA GATE is being coordinated through a district development council. Participating companies include Mitsui Fudosan Residential, Sumitomo Realty & Development, Asahi Kasei Homes and Tobu Railway, with different organisations responsible for individual sites. Adachi City and three major landowners are also involved in delivering new roads and infrastructure.
The five districts are being developed separately, but their streets, public spaces and river infrastructure are planned as one connected waterfront neighbourhood.
A significant component is the integration of upgraded flood-protection infrastructure, including a reinforced river embankment designed to improve disaster resilience. New pedestrian connections, landscaped public spaces and access to the waterfront are intended to support the wider neighbourhood. Planning amendments were approved in June 2025, with the first phase expected to complete around 2030 and subsequent construction continuing towards 2034.

The first residential project is Park Tower Senju Okawabata, a 34-storey building containing 586 apartments developed by Mitsui Fudosan Residential. Designed by RIA and Haseko Corporation, with exterior, landscape and communal spaces overseen by Hoshino Architects, the tower will include approximately 5,500 square metres of outdoor recreation space, sports courts, children’s facilities and communal amenities. Completion is scheduled for January 2030.
By launching the district identity alongside its first residential tower, the developers are making the wider neighbourhood part of the initial sales story.
This approach also illustrates how large developments can establish a recognisable identity before their individual components are delivered. Rather than communicating each residential building independently, AQUA GATE presents shared infrastructure, neighbourhood services and waterfront access as part of a longer-term development proposition.
For architects and development teams working on complex urban sites, the project offers an example of how phased residential delivery can be coordinated around public infrastructure and a shared neighbourhood identity, even when ownership and development responsibilities remain divided.
