Following preliminary investigations and a feasibility study for the project's object planning, the client intends to deliver the new rescue centre via a total contractor model. This tender focuses on securing comprehensive general planning services, encompassing design phases 1, 2, 3, 4, and elements of phase 9 (HOAI). Key responsibilities include evaluating existing studies, developing planning bases, preparing functional specifications for the total contractor, estimating the construction value, supporting the procurement process, and providing independent oversight of the construction supervision to safeguard the client\u2019s interests.
