An alternative option for a new build is also being considered, pending a cost-effectiveness analysis during the preliminary planning stages. The current building, primarily dating from the 1970s with subsequent extensions, no longer meets contemporary standards in terms of construction, technical systems, or spatial layout. Key objectives include modernising the building envelope, technical infrastructure, and internal room structures to achieve a functional, economic, and sustainable reorganisation of the administrative site. The project aims to accommodate approximately 100 workplaces, incorporating flexible working models, meeting rooms, and a council chamber. A strong focus is placed on developing a sustainable and energy-efficient building concept, targeting at least the Efficiency Building 40 standard. Planning must also account for potential construction while the building remains operational, necessitating interim solutions.
